Good programme management is essential to delivering high quality public services; to delivering value for money; and to delivering change, to meet new requirements and the increasingly high standards the public expects.
Standards are playing an increasingly key role in effective programme and project management, and in driving the transformation of procurement, which is closely integrated with effective programme management.
The Office of Government Commerce’s own portfolio of policy and standards sets out what ‘good’ looks like for those involved both in procurement and in programme and project management. The portfolio draws on the knowledge and experience of others, which ensures consistency and quality throughout.
The origins of Managing Successful Programmes (MSP) can be traced back to the practices of the best policy makers in Government. Even though they may not have realised it at the time, they were using many of the tools that are now associated with good programme management to successfully transform policy into desired outcomes and, essentially, benefits.
Realisation of benefits is, of course, the ultimate goal and this latest version of MSP explores this in greater detail. It includes guidance on managing benefits throughout the programme. There is also a comprehensive view on governance that looks at organisation, control, leadership and roles. Through its partnerships, OGC is able to provide a comprehensive accredited training programme, which helps individuals to understand and apply MSP.
I am confident that this publication, along with the training that supports it, will help current and aspiring Programme Managers and their support teams successfully deliver transformational change for their organisations.
